Update crucible and propolis (#3798)

Bump crucible rev to pick up:

- Do not eat ErrorReport messages related to repairs
- A bounced agent must reinitialize all SMF config
- Turn off show_work on every ds ping response
- Wait for ZFS snapshot directory + agent fixes
- Bump openssl from 0.10.48 to 0.10.55
- Bump h2 from 0.3.12 to 0.3.20
- Update Rust crate async-trait to 0.1.72
- Update Rust crate indicatif to 0.17.5
- Update Rust crate vergen to 8.2
- Update Rust crate omicron-zone-package to 0.9.1
- Update Rust crate rustls-pemfile to 1.0.3
- Update Rust crate signal-hook to 0.3.17
- Update Rust crate test-strategy to 0.3.1
- Update Rust crate itertools to 0.11.0
- Update Rust crate num-derive to 0.4
- Update Rust crate tokio to 1.29

Bump propolis rev to pick up:

- Bump crucible rev to latest
- Add xtask for checking license headers
- Make license headers consistent
- Tweak docs CI job and fix existing nits
- Disable PHD test in buildomat until CI is fixed
- propolis-server should use reservoir on prod gear
- PHD: add Ubuntu 22.04 guest adapter

Also ran `cargo update -p '[email protected]'`, then manually edited
Cargo.lock to set ringbuffer's version to 0.14.1, because of a breaking
change in 0.14.2.

Propolis now requires `vmm_reservoir_percentage` to be set, so set
it to 50 for non-gimlet gear, and set swap_device_size_gb as well
else the reservoir won't work.
