Add PASS Time Dictionary

I originally planned to add this to the website, but due to external factors I've chosen to just put it up for grabs as a GitHub issue. It's a simple idea: add the currently existing 4v4 PASS Time Terminology document to the website, but in HTML form. This way it's incredibly easy to update the dictionary and add terminology, and it's all in one place.

Hey, excited to contribute to this project. My current implementation starts with moving the definitions to a JSON file. Quick clarification: will the dictionary then be updated on/from the website, or is the intention to update the Google Doc and then apply those changes to the HTML?

Ah, a second question: would you like me to add definitions for "generic" TF2 terms: rocket-jumping, etc.?

Right now the website is going through a bit of a transformation and we are moving from this repo to https://github.com/p4sstime/passtime-web to support PASS Fortress.

This website is currently being hosted at https://old.passtime.tf. Eventually the plan is to move the maps pages over to the new website I believe. I still believe it can be helpful to create the PASS Time Dictionary on this repo for now and we can eventually move it over.

If you want to continue working this issue:

1. I think it would be easiest to have the website as ground truth for the dictionary, and if people want to make modifications it has to go through github. I would advise you to create the PASS Time Dictionary as an object in python and use jinja templating to render the html. You can see how we did this for the maps page.

2. Sure, seems fine to me, especially since going forward we attempt to market the PASS Fortress mod to people who may not be very familiar with TF2 terms.
