[Project Enhancement] Consider use of official labels on issues

By adding labels to issues we can filter and prioritize work that much easier.

Propose some basics to start:

• Enhancement
• Bug
• Future
• Feature
• Help
• Good first issue
• Documentation
• other?

This would also be a good thing to spread to other Pacifica projects as well.
