Migrate from deprecated test-suite-data.json file

The test file test-suite-data.json has been deprecated with package-url/purl-spec#514.
Makefile and .github/workflows/test.yaml need to be updated to fetch tests from the new location: https://github.com/package-url/purl-spec/tree/main/tests/types.
