RFC: Grant committer rights to keshav-space

Hi:

I would like to grant committer rights to @keshav-space

He has been active and helpful like recently helping to update the test suite with #80 and seem to know what he is doing!

Keshav has also been a long time contributor on AboutCode projects and is a mentor on the Google Summer of Code program.
