Create OSDK app template that uses

Default app templates for OSDK contain a single package, we need a monorepo for a PACK+OSDK app, and so having this setup be part of the template would be valuable.

We could:
a) have a monorepo w/ a single package (and maybe this should be the/a default OSDK template?)
b) have a monorepo w/ app + schema packages, and have basic @palantir/pack.app configured as well
