Add links to PaN-Training

Thanks to the effort from @eilmiv and @knodel, there's now an endpoint where PaNET may be used to find related training material.

The URLs have the form:

https://pan-training.eu/ontology-term-search?iri=<url_encoded_panet_term_iri>

For example, a search for material tagged with the PaNET term http://purl.org/pan-science/PaNET/PaNET01082 ("crystallography") is available as

https://pan-training.eu/ontology-term-search?iri=http://purl.org/pan-science/PaNET/PaNET01082

I created a separate stable endpoint because the use of PaNET terms as "operation" vs. "scientific topic" is not quite finalized yet and the normal search interface is based on term labels which is not great for a stable ontology term interface.

The issue here is that we currently don't have a link from the PaNET pages to PaN-training.

One possibility might be to update the Widoco documentation so it includes a term-specific link within each term's description.
