Use @curtissimo/elm-hot with @parcel/transformer-elm

Replace the dependency on the unmaintained elm-hot package in @parcel/transformer-elm.

💻 Examples

The elm-hot package is unmaintained and causes errors (see #5351). This new package is a drop-in replacement (fork) of the original package which addresses the following issues:

• Support for Worker-scoped HMR (new feature)
• Support for "headless" Elm applications (to address Allow to init a worker (not bound to a DOM node) klazuka/elm-hot#75)
• style-src 'self'-compliant execution for content security policies (to address Can't use Elm asset when there is a Content Security Policy #5351)
• The most recent dependencies
• Working integration tests

🚨 Test instructions

Just the normal @parcel integration tests since this is a drop-in replacement.
