One test in the project Ethena are failing with Priority is too low: (1504 vs 1504).

Steps to Reproduce

• Clone the repo
• cd ethena-labs
• npm i
• Update hardhat.config.ts with your binary paths
• Nodes build: nodes-18323842311
• Harhat version -> "@parity/hardhat-polkadot": "0.2.0-pre2"
