Create the basic skeleton for pallet-dap offering two basic primitives:

• return funds to DAP (will replace direct burn)
• request funds from DAP (will replace direct mint) - initially a no-op (will be tackled in a separate issue) (it will be taken separately)

First integration: replace direct burn for the following two use cases:

• staking : slashing -> return to DAP
• treasury: burning -> return to DAP
