Could be added to the Cookbook: #2633

Not very many foreign assets have been registered on Asset Hub. Creating each asset requires an XCM program from the asset's origin. We should have a template program that creates the asset, sets some metadata for it, and lists any relevant deposits needed. Parachains should then be able to use their own governance to send this program.
