Issue / Feature request template

Hello @pascallanger ,

I wanted to contribute & create an issue template to ease issues creation & to redirect people to correct resources (since it's not clear if Issues / Discussions should be used for some things).

Currently it's stored here (inspired by Marlin's templates):

(Because I cannot create Issues in forked repo)

I understand that there's more things than just:

• New hardware request
• Issues with existing protocol.

What other templates do you think needs to be created ?
What needs to be improved ?
