Add attachment chip, inline code, message loading, and table message variants that can be used on white background

This is tied to requests from OpenShift AI #686 and #685. Inline code, message loading, table message all use tertiary background color - separate variants with a different color will need to be added for these as well. Attachment chip design is dependent on gray background - we'd need an outline or similar.
