When resizing or zooming into CodeModal, get error

Karthik from RHDH reported this issue. A "ResizeObserver loop completed with undelivered notifications issue" error shows in the overlay panel in developer mode. This error seems to mean that the browser is interrupting an infinite loop.

I was able to recreate using an example with CodeModal if I resized or zoomed in. It does not show in production.
