Add GitHub Actions workflow for PatternFly release monitoring

Acceptance criteria:

Follow-up to PR #1

1. Configure automated props.json sync using official doc-core CLI and a tool such as Renovate or Dependabot (will need further investigation on what tool is best for our particular use case).
2. Enable automated NPM publishing and changelog generation.
3. Auto-sync with quarterly stable PatternFly releases.
