New Component group: Manage columns modal

Add new CG design to the figma PF patterns and extensions file.

Specs:

• Use bulk select for select all rows
• Option to pass an icon with a tool tip for the “manage columns” action in the toolbar for triggering the manage columns modal
• with drag and drop rows

Dependency: If we make this a component group, we would want to update table docs to use this.
