Progress - Animate progress bar

The Progress component may be more of a react issue but something that we could consider is a status update animation. If a progress bar is complete we could have a transition that shifts the colors to green and the check icon pops in. Likewise we could use the validation "jiggle" if the progress fails.

For the progress bar I would like to see the same jiggle animation from other components using the .pf-m-error class.
