Re-evaluate if the base build script in the repo should build both the astro app and the CLI #21
Description
As setup in #7 the base build script in the repo will build the astro app and the CLI.
Once we've had some more time to live with working in the repo we should re-evaluate if that's the approach we want, or if we want the base build to only build one or the other, and change the behavior if so.
