Astro Epic 1: Setup Patternfly Documentation Core for MVP

This initiative centers on the successful launch of the core documentation framework. It involves building an Astro based framework to support the long-term development of a Patternfly.org. At the end of this initiative the team will have delivered the following:

• A working Astro based framework that is ready to be used as a replacement for the original documentation framework
• A CI / CD setup that will build and deploy patternfly.org containing the following pages that can be found in the documenation-site folder in the patternfly-org repo:
• General PatternFly design guideline
• Design and accessibility guidelines for components, and charts
• AI guidelines around chatbots
• Developer resources
• Patternfly design tokens
• Patternfly training
• Documentation that provides instructions on how one would use the new Astro based framework to generate documentation.

Add Astro along with anyupdates to the repo to support the development of an Astro based web site long term. This would require build updates along with scaffolding.
