fix: pfe-tabs vertical height (#796)

* pfe-tabs-vertical-height-and-typography  Update pfe-tabs demo page so that it contains HTML header tags in the tab headers. Add CSS so that tab-panels which are shorter than the tabs are still at least as tall as the tab headers.

* Update pfe-tab-panel.scss

* : Fix hanging tab outside section tag

* : Remove manual jump links (these are automated now)

* : Clean up spacing diff

* : Additional spacing updates

* : Add ID to include vertical earth in the TOC

* Update CHANGELOG-prerelease.md
