chore: upgrade webpack dependencies

Webpack infra used two dependencies that caused concern.
First is that the optimize-css-assets-webpack-plugin was
deprecated in favor of css-minimizer-webpack-plugin.

The second thing was html-webpack-plugin giving a deprecation warning
for one of its dependencies, latest version fixes that. See:
jantimon/html-webpack-plugin#1523
