Set embargo dates consistently #202
Description
Pavel reports that archiveRetentionDate and dateOfPublishing are not defaulting to +10 years as expected. Also, publishing should update dateOfPublishing to be consistant with publishedOn (maybe the backend should do this, but the publishDataset cli could also do it).
