[BUG]Both reassign grading functions not working- CS2000

I keep getting the following message when attempting to single re-assign grading. To troubleshoot, I have refreshed and reloaded the page, and waited some time and tried again.

When attempting to use the Reassign grading by grader button, I am brought to this page.

problem is: TAs graded prior submission, now you activate new submission, need to reassign grading, will fix non-urgently
