Export robots "noindex, nofollow" meta by default in admin layout

Hey @jancbeck I've actually just opened #11593 to address exactly this. With this change you'd be able to set admin.meta.robots yourself, and we'd likely also default to noindex nofollow as well.

I'd still argue that a noindex,nofollow would be a reasonable default, at least on some critical sites, and similar to how other CMS to it [1] [2] [3]

I agree, now that #11593 has been merged, I've opened #11623 to add these defaults.
