Orderable within folder?

Great that you can now arrage items into folder. You can also make items "orderable" letting you drag-and-drop to specify their order. I can see many cases where you want to combine the two. For example, arrange media into folders associated with specific topics, and then – within a particular folder – drag those items to control their order.

Does this make sense, or am I perhaps thinking about this in the wrong way?
