Blocks without fields should not be collapsible in the UI

From time to time, I end up using blocks without fields since they do not require configurations and their presence is sufficient for their purpose.

I wish the blocks were not collapsible in this scenario (not openable and without the chevron). Right now it makes it feel broken, like there should be form fields in there but it's just empty.
