Allow grouping and reordering using drag and drop

Hello!

I searched and did not see any request for this idea. Only this: #1413 but this is marked as done. It partially covers what I want but does not allow grouping.

I would like to have a sortable tree solution which is drag and drop friendly. This could be used to manage taxonomies and grouping links on a website in a more user friendly way.
