Uploads are unusable with access options

Hi. I am stuck with basic functionality to display uploads on the site when access options are in place.
I am referring to multitenant plugin including media collection with uploads:

Urls for the media are not resolved on the site, using img component and such, resulting in error code 403 (Forbidden) for users who do not own those media files.
Expected behavior: I should be able to display media for all users on the site itself, while being able to restrict access to media collection in admin panel for different users.

The only workaround I found is using s3 storage + unsecure public dev URL
