slugField() should allow passing in a custom slugify function

I think the new Slug Field is great, but we should be able to pass in our own function for the actual slugification. Treating umlauts (ä => ae, ö => oe, ...) is an example of a common use case.

slugField({
      slugify: (value) => myCustomSlugifyFunction(value),
})

There should be a global setting as well, since the slugify function most likely depends on the locales that are being used:

// payload.config.ts

slugField: {
    slugify: (slugify: (value) => myCustomSlugifyFunction(value),
