Rename disableVerificationEmail to disableEmail

hi,

i think disableVerificationEmail in user create hook need to be exposed as disableEmail like in forgot password, two terminology for same functionality is confusing.

also a global disableEmail should be exposed to let dev handle email sending in hooks
