Restrict usage of Lexical features by user role/access

It would be great to be able to restrict usage/creation of features in rich text of the Lexical editor based on user roles.

I don't want my writers having access to every feature, such as blocks and uploads, while writing in rich text. I want their user experience as writers to be limited to the tools they need to write. I would like my editors and designers who are reviewing/editing their writers' work to have access to those features though.

Being able to pass in user to the features to either turn on or off a feature based on conditions would be great. My TS experience is quite limited so excuse any stupid looking code, you get the idea though
