Migrating from 3.0.0-beta.32 to 3.0.0-beta.39

I'm new to Payload and I have a humble question about migrating from 3.0.0-beta.39 to 3.0.0-beta.39 based on what the new release docs state. I see a couple of commands required for migration like payload migrate:create on step 2 and payload migrate:create --file @payloadcms/db-postgres/relationships-v2-v3 on step 5. I am assuming these need to be run on the CLI. Is it that Payload has a CLI tool anyways?

If I am on the right track, when I run a any of these, like payload migrate:create my terminal displays "zsh: command not found: payload". I have looked for a CLI tool within Yarn to no avail. Wether there's a CLI tool or not, I need your assistance to run these required commands.

Never mind. I ran these with yarn and figured these out yarn payload migrate:create.
