Bulk Operation Tagging: Add tags without overwriting previous values

Our team uses payload as a CMS for recipes. We need a way to add new tags to multiple recipes at once, without changing/removing existing tags which have been applied. The current Bulk Operation does not meet our requirements as it overwrites all existing values.
