`pwninit` Not Properly Installed

pwninit is not properly installed to allow users to set up their pwn solves in the ctf-dev-container.

This is because cargo installation system wide is a bit tricky. For now, a temporary hack is to just install any relevant tools to /usr/local to allow them to be used. However, cargo is not install system wide automatically.
