Build/Test tool: TravisCI

We are currently using TravisCI.

TravisCI can typically build and test multiple artefacts across a wide range of Linux, MacOS, and Windows distributions/releases.

With some work TravisCI can also ensure the artefacts it builds and tested can be uploaded for general public download.
