Suggestion of a new resolver

The guys at prefix.dev have developer rip which is - you guessed it - a Rust rewrite of pip. The resolver they wrote is resolvo. I'm just bringing this up because you might want to try it out and see if it is worth it to try out a new, potentially faster, resolver.

EDIT: might actually be a dump idea because it's only rust, no python bindings.
