Provide a Weather API to watchfaces and apps

Currently all watchfaces and apps that want to make use of any weather data must all independently make network requests to various weather api services. This can be slow and consumes resources on the watch and phone.

If would be nice if the SDK and app could provide basic weather information for the user's current location for all watchfaces and pebble apps to make use of.
