Losing pinned collaborations

Looking at the IPLD structure that has been retrieved on startup on my instance running on Heroku, it doesn't have a lot of collaborations in it. I would expect that the number of collaborations would keep growing over time. Needs some investigation.

When restarting, sometimes the IPNS record that gets resolved is not the latest...

My guess is that this is probably happening because so many older records are published to the DHT, and it is finding enough old records to form a quorum so it stops searching.

It's looking like we can't rely solely on IPNS.

The last pinned CID is also stored in ipfs-cluster, and it should be possible to retrieve that via the API, so I am now thinking that we should try to use that on restart.
