support for certificates during Install Block ( JDBC TCPS Support) #945

Is your feature request related to a problem? Please describe.
Whenever we decide on a Pega Upgrade ( on k8s) our activities always go on half as Pega does not yet support TCPS at instal block of helm charts.
Describe the solution you'd like
Pega files need to add an external certificates option. You don't need to do anything new; just take external certificates as part of environmental variables, so that while kicking off job, it will pick those certificates
