[Announcements] Add a "Dismissable" Boolean toggle

Great plugin, but I'd love to have the ability to allow users on the panel to dismiss the announcement if it isn't necessary to keep at the top at all times. Maybe even adding it to the Notifications area as a separate category that can't be dismissed so that people can still find them afterwards?
