Animated GIF's become static

When I process animated GIF's through the plugin, they become static. It seems that Pillow should be able to resize animated images and maintain the animation, but I haven't yet figured out how to do that.

I've just checked whether this issue is still relevant. It indeed is the case as the resize method of pillow does not support resizing animated gifs out of the box.

It does not seem to be very complex to fix, but some help is desired.

It seems that eight years later, Pillow remains unable to retain animation in resized animated GIFs.

@minchinweb: Do you want to add a function to this plugin that adds support for this? Between the aforementioned StackOverflow thread and this gist, I imagine there might be enough to repurpose into a utility function without too much effort.

Thanks for the link to the Gist, it looks like it has a good base for the code we need. I'll have a crack at it.
