Move Face Detection out of callbacks (#91)

* Moved the face detection work outside of the callbacks

* Made republisher use ReentrantCallbackGroup

* Separated face detection into helper functions

* Formatting and linting

* Made face detection robust to no rgb/depth image

* Lowered face detection rate to 3Hz
