Bug: Markdown Parsing Error (raw `###` instead of `h3`) on resources page

Description

On the resources page, under the Popular Open Source Projects section, there is what appears to be a markdown parsing error, as there are raw hashtags (###) visible instead of the expected <h3></h3> tags.

Steps to Reproduce

1. Visit the page.

Expected behavior

Proper formatting, preferably with the triple hashtags ### not being visible.
