[FEATURE REQUEST] Web scraper for pesos.github.io

Add commands such as `/resources` and  `/blogs` that can scrape pesos.github.io and provide links to blog posts written by members as well as well as links to various resources, and send an Ephemeral message(only visible to the user that called the command) containing a list.
