Add option to set the repository

I am calling the workflow from another workflow (in another repo) and would like to set the repository. This ensures that the repo that contains the workflow is, instead of the repo of the calling repo.

This option is also used in other actions like: 

https://github.com/actions/checkout 

and

https://github.com/ad-m/github-push-action
