Make powershell script to automate WSL installation

Steps:

• download latest release https://github.com/nix-community/NixOS-WSL
• follow quick start
• fix rebuild switch error Nixos-rebuild switch error: rustc 1.74 or newer, while the currently active rustc version is 1.73.0 nix-community/NixOS-WSL#483 (comment)
• change wsl.defaultUser to "peter"
• change networking.hostName to "wsl"
• follow https://nix-community.github.io/NixOS-WSL/how-to/change-username.html
