This file provides detailed information on the Bitcount font software. This information should be distributed along with the Bitcount fonts and any derivative works.
Bitcount is a pixel typeface, that comes in three types: grid, mono and prop, and each in two flavours double and single. See more about using and editing Bitcount in the docs.
This font is currently unreleased and is available for testing purposes only.
Eventually it will be released under the SIL Open Font License, as described below...

For information on what you're allowed to change or modify, consult the OFL-1.1.txt and OFL-FAQ.txt files. The OFL-FAQ also gives a very general rationale and various recommendations regarding why you would want to contribute to the project or make your own version of the font.
