CI updates needed #314
Description
Need to upgrade Github actions
It should be testing with pgRouting 3.5 or higher
and PostGIS 3.4 or higher.
We should drop testing of PG 9.6 - 12 as those are now defunct. and should be testing from PG14 - PG 18
