Merge pull request atomvm#523 from pguyot/w17/fix-stretch-build

Fix base_url for archived stretch

This fixes CI on armel which requires Debian stretch distribution by using the
archive URL.

These changes are made under both the "Apache 2.0" and the "GNU Lesser General
Public License 2.1 or later" license terms (dual license).
