Back reference to original sample ID from PXF? #91

To roundtrip we'd like to be able to say that the PXF ID is the Biosample ID, whereas at the
moment it is just a string. So maybe have something in the spec saying
that if the PXF is generated from an existing DB the packet ID should be
the DB accession?
